राजधानी समेत पूरे राज्य में फैली चिटफंड कंपनियों द्वारा लोगों को लोकलुभावन ऑफर का झांसा देकर ठगने का सिलसिला थमता नजर नहीं आ रहा है। हाल ही में लोक आयोग द्वारा चिटफंड कंपनियों पर कार्रवाई का निर्देश जारी करने के बाद सोमवार को दोपहर में सैकड़ों निवेशक कचहरी चौक स्थित कृष्णा कॉम्प्लेक्स में पीएसीएल(प्लसग्रीन) के दफ्तर में पहुंचकर जमकर हंगामा मचाया। निवेशकों ने जमा किए गए रकम के भुगतान की मांग को लेकर कंपनी के अधिकारियों पर दबाव बनाया। हंगामे की सूचना के दो घंटे बाद मौदहापारा थाने की पुलिस टीम मौके पर पहुंची और कंपनी के कस्टमर सर्विस केयर इंचार्ज पुरषोत्तम बारी को हिरासत में ले लिया। उससे पूछताछ की जा रही है। निवेशकों का आरोप है कि रकम मैच्युरिटी होने के बाद भी कंपनी पैसे वापस नहीं कर रही है।
जानकारी के मुताबिक सोमवार दोपहर डेढ़ बजे कृष्णा काम्पलेक्स स्थित पीएसीएल कंपनी के दफ्तर में सैकड़ों की संख्या में निवेशक अपनी जमा पूंजी लेने के लिए पहुंचे थे। वे कंपनी के अधिकारियों व कर्मचारियों से जमा रकम का भुगतान करने को कह रहे थे। इस बीच कंपनी के लोगों ने कोर्ट द्वारा कंपनी के बैंक खाते को सीज कर लेने का हवाला देते हुए कहा कि अब जब तक कोर्ट से प्रकरण का निराकरण नहीं होगा, तब तक पैसा वापस नहीं हो पाएगा। इसमें कम से कम दो-तीन माह का समय लगेगा। यह सुनकर निवेशक भड़क उठे और हंगामा करने लगे। करीब दो घंटे तक हंगामा चलता रहा। इसकी सूचना मिलने पर मौदहापारा पुलिस पहुंची तब तक अधिकांश निवेशक दफ्तर से जा चुके थे। मामले में कंपनी के कस्टमर सर्विस केयर (सीएससी) इंचार्ज पुरषोत्तम बारी को पूछताछ के लिए पुलिस थाने ले गई। उल्लेखनीय है कि पीएसीएल का जहां दफ्तर है वहां से चंद कदम की दूरी में एसपी और कलेक्टर कार्यालय लगा हुआ है, बावजूद इसके हंगामे की सूचना मिलने के बावजूद पुलिस को कंपनी के दफ्तर में पहुंचने में दो घंटे लग गए। पुलिस के इस रवैए को लेकर निवेशकों में आक्रोश भी देखा गया।

The fine comes after India's market regulator three years ago had ordered PACL to return the 491 billion rupees it had raised from customers from financial products that promised returns based on land investments.
The Securities and Exchange Board of India (SEBI) slapped a penalty of about $379 million on property developer PACL Ltd and four of its directors on Thursday, in a renewed attempt at sanctioning the firm for what it said were its fraudulent fund-raising schemes.

The fine comes after India's market regulator three years ago had ordered PACL to return the 491 billion rupees it had raised from customers from financial products that promised returns based on land investments.

SEBI labelled those schemes as fraudulent and said the market products were illegal as they had not been registered with the regulator. However, PACL had denied they were investment products or that it had engaged in fraud, and said they were land sales that would not need to be registered with SEBI.

PACL challenged that order with the Securities Appellate Tribunal (SAT), but the court upheld SEBI's order.

In a 47-page order issued late on Thursday, SEBI said it would impose a fine of 24.23 billion rupees ($379.07 million) for not having registered its schemes with the regulator.

"In my considered opinion, the amount of penalty is commensurate with the defaults committed by the Noticees," SEBI Adjucating Officer Amit Pradhan wrote in the order.
