कंपनी की पहले से ही लगभग साढ़े पांच करोड़ निवेशकों को 57,000 के बजह से दबी है ऐसे में विभाग द्वारा यह मांग और भारी पड़ेगा। पहले भी यह कंपनी कई कारणों से नियामक भारतीय प्रतिभूति एवं विनिमय बोर्ड (सेबी) के राडार पे रह चुकी है। इससे पहले पीएसीएल आरोप लग चूका है की यह कंपनी देश भर में जमीनों की खरीद-फरोख्त करे वाली सम्बन्धी रियल के लिए एक निवेश योजना चला रही है। और इसके तहत इस कंपनी ने काफी है तक जमीन का हिस्सा एकत्रित किआ जिसका अधिकतर हिस्सा बंजर जरिशी भूमि है। सेबी ने 15 वर्षों की लड़ाई की लम्बी लड़ाई के बाद कंपनी को 49,100 रूपए लौटाने का निदेश दिया है।




इस मामले की जाँच सीबीआई, और प्रवर्तन निदेशालय सहित कई विभिन्न जांच एजंसियों ने किया है। सीबीआई के जांच के दौरान हज़ारों प्रॉपर्टी दस्तवेजों को जब्त करने के बाद फरवरी 2016 में सर्वोच्च न्यायालय ने इस मामले को लोढ़ा समिति को सौंप दिया था। इस समिति को यह भी जानकारी दी गई थी की कंपनी से ताल्लुक रखे वाले विभिन सम्पत्तियों को बेचकर निवेशकों को रकम लौटाने में मदद करें।


सीबीआई द्वारा सौंपे गए करीब 29,000 टाइटल डीड का कुल मूल्य बकाए का 80,000 करोड़ रुपये के दसवें हिस्से से भी काम था। इस वजह से ये भी शंका जाताया जा रहा है की कंपनी ने अपनी सहायक इकाइयों एवं संबद्ध कंपनियों के जरिये उल्लेखनीय रकम को बाहर कर दिया होगा। समिति को इस बात का भी शक है की कंपनी ने निवेशकों की रकम का इस्तेमाल विशेष तरुर पर उन सम्पत्तियों की खरी के लिए नहीं किया जिनके दस्तवेज़ इस समिति के पास उपलब्ध है।
